Bushfire. We checked 11 Casey and Cardinia suburbs, from Berwick to Officer, against the state’s bushfire maps: every one has land inside a designated Bushfire Prone Area, and in four of them (Clyde, Pakenham, Beaconsfield and Officer) it covers most of the suburb. Parts of six are also under the Bushfire Management Overlay. If you want a rooftop evaporative cooler on one of those blocks, CFA advice is to screen it against embers with non-combustible mesh whose openings are no larger than 2mm. A reverse cycle system avoids the rooftop unit entirely.
Heritage streets. Pakenham has three residential heritage precincts, around Dame Pattie Avenue, Henty Street and James Street. Beaconsfield has the Woods Street Residential Precinct, and Narre Warren has the Fountain Gate Estate Precinct. Inside a Heritage Overlay, an outdoor unit in sight of a street or public park may need a permit, so we look for a position out of view.
Heat and rentals. Bureau of Meteorology records from its Cranbourne Botanic Gardens station show 24.6 days in an average year hitting 30°C or more over 1990 to 2020. In Cranbourne itself, 33.8% of occupied homes were rented at the 2021 Census, and landlords there should plan for this: from 1 March 2027, when a gas or electric heater in the main living area of a Victorian rental home permanently fails, the replacement must be an energy efficient electric system, such as reverse cycle air conditioning.
